In its entire history, Uganda experienced the highest inflow of refugees between 2000 and 2010, yet it also experienced (at the same time) a serious lack of scholarly information on how these refugees were handled. This, as a result, caused serious information gaps, especially with regard to how these refugees were vetted for refugee status, the rights they enjoy(ed) while in Uganda, and how they were assisted by the United Nations Higher Commissioner for Refugees (UNHCR) and Government of Uganda (GoU) to realize their rights.
