Africa is replete with examples of short term donor funded programmes. They are easily set up; are frequently reviewed, and once they reach their life cycle, they fold up. ‘Success’ of such programmes is couched in terms that ordinary people least understand. To dig out success factors this book reports on a programme that was well intended but failed to live up to expectation.A fairly complex body of literature from the world is marshalled to undergird the case study.
