Managing Indian million plus cities' infrastructure – WSS sector is a challenge. Unique tangible / non tangibles conditions in cities exist like rapid urban population, spatial spread, crippling infrastructure WSS system due to lack of investment, improperly instilling technology change or untrained / unskilled manpower and depleting source of WS due to over consumption of ground water tables, capacity and quality of treatment plants / filtration beds / labs. So to replenish water resources through conservation strategy and remove pressure on existing sewer treatment plant itself are voluminous and incessant tasks daily for their workers and management. City managers' ensure to work within their given constitutional framework. This study analyzes HWSSB in Hyderabad which introduced structural change to suit their current / future situations inside inter organizational field at local, state and national levels. This web lock create inter resource dependence and mutual exchange between unequal stakeholders. Professionals in urban infrastructure management, organizational re-engineering in WSS sector or million plus city managers' should surely find this a useful reading.
