Say Democracy, Do Realistically not only examines the shifting relation between the United States and Taiwan from 1986 to 2008, but also offers a theoretical argument that integrates realist and liberal theories in international relations. Borrowing a phrase from John Owen, Chen refers to this theoretical model as “Democracy, Realistically.” He argues that Washington’s support for democracy in Taiwan is conditional, subject to its security dilemma with China. Washington does want democracy on the island but not too much. Whenever democratizing agendas unleash voices for Taiwan independence, the United States becomes anxious. It is a great irony that Washington’s anxiety about conflicts with China leads it to challenge a core principle of democracy: the right of self determination. The empirical chapters of the book are thoroughly researched and beautifully analyzed. Chen’s work will interest scholars and practitioners interested in democracy in East Asia as well as those whose work focuses on the United States, China, and Taiwan, in particular. —Juliann E. Allison, Associate Professor of Political Science, University of California at Riverside
